Jonathan Berquist

Founder & President

Jonathan Berquist, the founder and president of Berquist Recovery Consulting, brings a wealth of experience and expertise to his role. With a distinguished career spanning various key agencies, including the Federal Emergency Management Agency (FEMA), the New York State Division of Homeland Security and Emergency Services (NYSDHSES), the Florida Division of Emergency Management (FDEM), the Governor's Office of Homeland Security and Emergency Preparedness (GOSHEP), and the Massachusetts Emergency Management Agency (MEMA), Jon has developed a deep understanding of disaster recovery programs for both public infrastructure and commercial facilities.

Jon's extensive background includes serving as a FEMA Project Manager, where he worked closely with clients across the United States at the state and local levels. His responsibilities encompassed conducting assessments and facilitating repairs for damaged infrastructure, ensuring project eligibility, conducting payment reviews, and overseeing funding disbursements while maintaining full program compliance.

Throughout his career, Jon has held crucial roles such as Deputy Program Manager and Program Manager on numerous projects nationwide.

Jon's academic achievements include a Master of Business Administration from the University of Florida and a Bachelor of Science from Rensselaer Polytechnic Institute. His extensive experience and dedication underscore his ability to provide expert guidance and support in the field of disaster recovery and emergency management.

Robert Berquist P.E.

Subject Matter Expert

Robert Berquist is a FEMA Subject Matter Expert with extensive experience in the disaster recovery program for public infrastructure and commercial facilities. Robert has worked with multiple clients throughout the US, assisting them at the state and local level with assessments and repairs of their damaged infrastructure; project eligibility; payment reviews and funding disbursements; and ensuring complete program compliance.

Robert has developed over 500 FEMA Project Worksheets covering all categories of work (A – G) and has overseen thousands of project worksheets in development by others. These project worksheets are the primary forms used to document a disaster recovery project. Each worksheet includes details and information like the location, damage description and dimensions, scope of work, and cost estimate for each project.

Robert has served as a Project Manager on several projects from Mississippi to New York. He was also instrumental in helping Jackson County recover after the devastating Hurricane Katrina, securing over $250M in funding for the county.

Robert holds a Bachelor of Science in Civil Engineering.

Timothy Donnelly

Subject Matter Expert

Tim Donnelly is our team’s second FEMA Subject Matter Expert. He has extensive experience in the disaster recovery program for public infrastructure and commercial facilities. Tim has worked with over 100 clients throughout the US, assisting them at the state and local level with assessments and repairs of their damaged infrastructure; project eligibility; payment reviews and funding disbursements; and ensuring complete program compliance.

Tim, a former Consultant with Marsh McLennan, has supported the entire United States portfolio with a team of forensic accountants on COVID-19 and infrastructure projects. He was directly responsible for the recovery of over $500,000,000 in FEMA obligated funds throughout the United States.
