Meet The Team
Jonathan Berquist
Jon has served as a Deputy Program Manager and Program Manager on several projects from South Carolina to New York and California. He was also instrumental in administering and fulfilling the newly implemented 428 Public Assistance Pilot Program. In addition, he was influential in the Sandy Recovery Improvement Act of 2013, also known as SIRA. In many ways, the passage of SRIA represents the most significant legislative change to the Federal Emergency Management Agency’s (FEMA) substantive authorities since the enactment of the Robert T. Stafford Disaster Relief and Emergency Assistance Act in 1988.
Jon holds a Bachelor of Science from Rensselaer Polytechnic Institute, as well as a Master of Business Administration from the University of Florida.
Robert Berquist P.E.
Robert has developed over 500 FEMA Project Worksheets covering all categories of work (A – G) and has overseen thousands of project worksheets in development by others. These project worksheets are the primary form used to document a disaster recovery project. Each worksheet includes details and information like the location, damage description and dimensions, scope of work, and cost estimate for each project.
Robert has served as a Project Manager on several projects from Mississippi to New York. He was also instrumental in helping Jackson County recover after the devastating Hurricane Katrina, securing over $250MM in funding for the county.
Robert holds a Bachelor of Science in Civil Engineering.
Timothy Donnelly
Tim, a former Consultant with Marsh McLennan, has supported the entire United States portfolio with a team of forensic accountants on COVID-19 and infrastructure projects. He was directly responsible for the recovery of over $500,000,000 in FEMA obligated funds throughout the United States.
